City Engineer RCE 71653 PUBLIC WORKS DEPARTMENT ENGINEERING DIVISION 760 Mattie Road Pismo Beach, CA 93449 805-773-4656 Page Left Blank for Duplex Printing PISMO BEACH ENGINEERING STANDARDS INTRODUCTION The City of Pismo Beach Engineering Standards&Specifications(Engineering Standards)provide policies,design,construction and excavation guidelines to design professionals,private developers and contractors for residential and commercial development and public works projects.They are issued by the Department of Public Works and adopted by the City Council to be used to ensure public welfare, preserve the community aesthetic and promote efficient development within the City of Pismo Beach. The City of Pismo Beach Engineering Standards include various design criteria,technical specifications and standard construction details which are considered minimum requirements for the design and construction of public facilities within the City.The Engineer of Record shall bear the sole responsibility and liability for projects they design, use of this document does not relieve the Engineer of Record from liability nor does it transfer liability to the City. Any deviation from these standards must be approved by the City Engineer prior to construction. Any improvements installed in the City right of way that do not meet these Engineering Standards without a prior variance issued by the City Engineer shall be removed and reinstalled at the owner or contractor's expense. The Engineering Standards shall apply to all materials and construction methods for all construction work within the City right of way,for future dedication or incorporation into the City's facilities, and for construction of private improvements within public rights of way or easements. The Engineering Standards are to be maintained as a "living"document with subsequent editions released over time to include changes reflecting current industry standards and to uphold minimum acceptable standards for quality design and construction work in the City. Individual standards may be updated between adopted editions and shall become effective immediately upon approval by the City Engineer without the need for adoption by the City Council. GENERAL NOTES 1.Owner and or owner's contractor shall protect public infrastructure from damage during the course of construction. Note:The existing street sections may be substandard,and the contractor shall protect the public infrastructure from damage by heavy loading/equipment during the course of construction. The contractor shall repair, at the owner's expense, any/all damage to public infrastructure incurred during and/or due to construction,to the satisfaction of the City Engineer. 2.Where determined necessary by the City Engineer, replace damaged portions of the existing curb, gutter, and sidewalk along the property frontage to the satisfaction of the City Engineer before final approval. 3.Encroachment permit(s)must be obtained before any/all work in a public right-of-way. 4.City Streets are to remain open to through traffic at all times. No temporary or long term parking or storage of construction equipment or materials shall occur without prior issuance of an encroachment permit. 5.A traffic and pedestrian control plan is required for any detours or rerouting of traffic. During construction, it shall be the responsibility of the contractor to provide for safe traffic and pedestrian control in and around the site. The traffic and pedestrian control plan may include but shall not be limited to signs,flashing lights, barricades,and flag persons as directed by the Building Official or the City Engineer. 6.Excavation within the streets shall be covered with traffic rated steel plates or backfilled and paved, to the satisfaction of the City Engineer,before the end of work each day. 7.Install Erosion and Drainage control features to prevent sediment from leaving the site. Erosion control devices shall be installed and in place following daily construction activities. The applicant shall notify the Engineering Division of any changes in construction which will require additional erosion control measures or other changes to the Erosion Control Plan. 8.Waste materials shall not be washed into the storm drain system. This includes but is not limited to soil, paint, stucco,grout,color coat,concrete dust,saw residues,grindings,oil,etc. 9.During the construction period, the project frontage(s) shall be swept daily and kept free of dirt, dust and debris. After construction, before the issuance of an occupancy permit, the frontage(s) shall be inspected by the City Engineer and repairs completed as directed to the satisfaction of the City Engineer. GRADING NOTES 1.Lot grading shall meet the minimum requirements of the latest CBC edition. 2.Drainage shall be carried to the street or another improved drainage device via a non-erosive drainage device. 3.No grading or drainage improvements that alter existing drainage courses or concentrate drainage to adjacent properties shall be allowed without prior approval from the City Engineer. EROSION CONTROL STANDARD NOTES 1.Erosion Control measures shall be fully installed at all times. 2.Protect all site accesses against erosion at all times that work is not being performed on the site, including evenings, weekends and holidays. Such protection may be removed to provide access to the site during work hours if and when it is not required due to weather conditions. 3.The first downstream storm drain inlet shall be protected per detail. 4.All stockpiles shall be protected against wind and water erosion,per detail,immediately upon placement. 5.Permanent Erosion Control measures shall be fully established to the satisfaction of the City Engineer before final. 6.In the event of off-site erosion, the property owner and/or his representative(s)shall be responsible for cleanup and all associated costs or damages. 7.Erosion Control Plans represent the minimum acceptable protection. Further measures will be required to the satisfaction of the City Engineer in the event of inadequacy or failure. STORMWATER POST CONSTRUCTION STANDARD NOTES 1.Post-construction requirements shall be met to the satisfaction of the City Engineer before final. 2.The City or a third party shall request the installation of structural control measures(applicable to project subject to post-construction requirements 2-5). Public Health Considerations Waterborne disease outbreaks attributed to the entry of sewage-contaminated groundwater into the distribution systems of public water supplies continues to be an issue in the united states. A community with its buried water mains in close proximity to sanitary sewers is vulnerable to waterborne disease outbreaks. Sanitary sewers frequently leak and saturate the surrounding soil with sewage.This is caused primarily by structural failure of the sewer line, improperly constructed joints, and subsidence or upheaval of the soil encasing the conduit. A serious public health hazard exists when the water mains are depressurized and no pressure or negative pressures occur. The hazard is further compounded when, in the course of installing or repairing a water main,existing sewer lines are broken.Sewage spills into the excavation and, hence,enters into the water main itself.Additionally, if a water main fails in close proximity to a sewer line,the resultant failure may disturb the bedding of the sewer line and cause it to fail. In the event of an earthquake or man-made disaster,simultaneous failure of both conduits often occurs. The water supplier is responsible for the quality of the water delivered to consumers and must take all practical steps to minimize the hazard of sewage contamination to the public water supply. Protection of the quality of the water in the public water system is best achieved by the barrier provided by the physical separation of the water mains and sewer lines. This document sets forth the construction criteria for the installation of water mains and sewer lines to prevent contamination of the public water supplies from nearby sanitary sewers. B.Basic Separation Standards The"California Waterworks Standards"sets forth the minimum separation requirements for water mains and sewer lines. These standards, contained in Section 64630,Title 22,California Administrative Code,specify: a. (1) Parallel construction:the horizontal distance between pressure water mains and sewer lines shall be a minimum of 10 feet. (2) Perpendicular construction(crossing):pressure water mains shall be at least one foot above sanitary sewer lines where these lines must cross. b. Separation distances specified in(c)shall be measured from the edge of the nearest facility. c. (2) Common trench:water mains and sewer lines must not be installed in the same trench. When water mains and sanitary sewers are not adequately separated, the potential for contamination of the water supply increases. Therefore, when adequate physical separation cannot be attained, an increase in the factor of safety should be provided by increasing the structural integrity of both the pipe materials and joints. C. Exceptions to Basic Separation Standards Local conditions, such as available space, limited slope, existing structures, etc., may create a situation where there is no alternative but to install water mains or sewer lines at a distance less than that required by the Basic Separation Standards. In such cases, alternative construction criteria as specified in Section E should be followed,subject to the special provisions in Section D. Water mains and sewers of 24 inches diameter or greater may create special hazards because of the large volumes of flow. The basic separation standards are applicable under normal conditions for sewage collection lines and water distribution mains. more stringent requirements may be necessary if conditions such as high groundwater exist. 2. Sewer lines shall not be installed within 26 feet horizontally of a low head(5 psi or less pressure)water main. 3. New water mains and sewers shall be pressure tested and videoed where the conduits are located 10 feet apart or less. 4. In the installation of water mains or sewer lines, measures should be taken to prevent or minimize disturbances of the existing line. Disturbance of the supporting base of this line could eventually result in failure of this existing pipeline. 5. Special consideration shall be given to the selection of pipe materials if corrosive conditions are likely to exist.The conditions may be due to soil type and/or the nature of fluid conveyed in the conduit,such as a septic sewage which produces corrosive hydrogen sulfide. 6. Sewer force mains A. Sewer force mains shall not be installed within 10 feet(horizontally)of a water main. B. When a sewer force main must cross a water line,the crossing should be as close as practical to perpendicular.The sewer force main should be at least 12 inches below the water line. C. When a new sewer force main crosses under an existing water main, all portions of the sewer force main within 10 feet (horizontally)of the water main shall be enclosed in a continuous sleeve. D. When a new water main crosses over an existing sewer force main,the water main shall be constructed of pipe materials with a minimum rated working pressure of 200 psi or equivalent pressure rating. E. Alternative Criteria for Construction The construction criteria for sewer lines or water mains where the Basic Separation Standards cannot be attained are shown in Figures 1 and 2, Engineering Standard#205,Sheets 3 and 4.There are two situations encountered: Case 1 -New sewer line-new or existing water main. Case 2-New water main-existing sewer line. For Case 1,The alternative construction criteria apply to the sewer line. Brazilian Pepper(Schinus terebinthifolius)Evergreen This tree has a moderate growth rate to 30'with equal spread. It has dark green,coarse,glossy leaves and red berries that are very showy in winter.With very little training it makes broad,umbrella shaped crown.Good shade tree for patio or small garden. 3. Cajeput Tree(Maleleuca leucadendra)Evergreen This tree has an upright,open growth to 20-40'high.Trunk has thick,spongy, light brown to whitish bark that peels off in sheets.Can take much or little water.Withstands heat,wind, poor soil,drought,and salt air.Good street tree,excellent coastal tree. 4. Coast Live Oak(Quercus agrifolia)Evergreen Round headed,wide spreading tree to 20-70 ft. high,often with greater spread.Smooth dark gray bark.Has greedy roots and drops old leaves in early spring. It's an attractive and a worthwhile shade tree or street tree. 5. Evergreen Pear(Pyrus kawakamii)Evergreen This multi-trunked small tree is easy to grow in frost-free climates,can be a shrub or tree with a height of 15-20'. It's glossy,pointed leaves are enhanced in winter/early spring with white clusters of flowers that cover the entire tree.They do need shaping and pruning work when young, but are an excellent choice. 6. Fern Pine(Podocarpus gracilior)not a Pine This tree grows to 30-40'.They are naturally grown as a large shrub but are available from tree growers as a trained street tree"standard" headed tree.They are excellent coastal growers featuring fine texture with a light green new growth highlights over mature growth dark green.Among the cleanest and most pest free choices for street or lawn tree, patio or flower bed tree,espalier,hedge,big shrub,or container plant. 7. Magnolia(Magnolia grandiflora)Evergreen This tree grows 50-80'with up to a 40'spread.There are many fine street side plantings of this beautiful tree in California. It does,however, need a six foot parkway and plenty of headroom. Especially suited for open area with no overhead obstructions. It reaches its height of approximately 50'very rapidly with water and fertilizer.The 10-15'long leaves are subject to breakage in high winds.The narrower trunk makes it most appropriate for a street tree. 11. Red Flowering Gum(Eucalyptus ficifolia)Evergreen This tree is usually a quick growing,single-trunked, round headed tree reaching 50'in height. It has a compact crown with a great show of color. It grows very well along the coast. 12. Sweet Gum(Liquidamber styraciflua)Diciduous This tree has a moderate growth rate to 60'spreading to 20-25'. It has a maple-like leaf,light green in color.Excellent,relatively pest free tree I noted for fall color and widely planted inland.Generally a tall narrow pyramid form,it makes a good street tree,although it forms surface roots which can be a nuisance in lawns or parking strips.
