BEST MANAGEMENT PRACTICES OR “BMPs” are practices that help prevent pollutants from entering the City’s
stormwater Storm Drain System, Ocean, Pismo Creek, or groundwater beneath the City.
The City has designated a minimum set of BMPs required for every project. Other projects may require additional BMPs
based on the type of work contemplated.

BMPs are generally designated by type and number, where the type is designated in the first two letters and the BMP
number is designated in the last two numbers (for example WM-05, is a Waste Management type BMP, number 5 which
describes solid waste management best management practices). For information on the purpose, application,
limitations, specifications, maintenance and inspection requirements for the Best Management Practices listed herein

MANDATORY BMPS
Good Housekeeping: Keep exterior components of site clean & organized at all times.
Solid Waste Management (WM-05): All project related waste products must be containerized & covered at all times.
Scheduling (SS-01): Exterior improvements which have the potential to alter water quality (grading, concrete pours, etc.)
shall not be scheduled when rain is predicted to occur with a 50% chance or greater likelihood, within 24 hours UNLESS
said improvements can be isolated from the rain, and any run-on to and run-off from the site.
Illicit Connection/Illegal Discharge Detection and Reporting (NS-6). Owners/Contractors must report any identified
illicit connections or illegally dumped or discharged materials on the site to the City.
ANTICIPATED BMPS:
For projects with grading:
Wind erosion and dust control (WE-1). Keep exposed soil surfaces from getting airborne by covering, or keeping
damp.
Stormwater run-off and Sediment Control BMPs (check all that apply). Prevent runoff from carrying loose soils off
site.

Project Projects with material, waste storage and/or cleaning activities occur outside:
Material Delivery & Storage (WM-1): Properly handle and store materials in a manner that minimizes or eliminates
the discharge of these materials to the MS4. Liquid materials stored outside shall be stored in secondary
containment structures. Bagged and boxed materials shall be stored on pallets and shall not be allowed to
accumulate on the ground. Protect exterior stored materials from wind and rain.
Material Use (WM-2): Properly use materials in a manner that minimizes or eliminates the discharge of these
materials to the MS4. Latex paint and paint cans, used brushes, rags, absorbent materials, and drop cloths, when
thoroughly dry and are no longer hazardous, may be disposed of with other construction debris. Mix paint indoors,
or in a containment area. Never clean paintbrushes or rinse paint containers into a street, gutter, storm drain or
watercourse. Dispose of any paint thinners, residue and sludge(s), that cannot be recycled, as hazardous waste.
Avoid exposing applied materials to rainfall and runoff unless sufficient time has been allowed for them to dry.
Stockpile Management (WM-03). Reduce or eliminate pollutions from stockpiles (soil, paving materials, concrete
rubble, cold mix, bases, and pressure treated woods). Locate stockpiles away from concentrated flows. Cover
stockpiles prior to rain.
Spill Prevention and Control (WM-04). Prevent and manage spills to minimize or prevent the discharge of spilled
materials into the MS4 by containing and properly cleaning up spills immediately. Do not wash down into the street!
Concrete Waste Management (WM-08). Eliminate the discharge of concrete waste, including stucco, to the MS4 by
capturing residues from sawcutting and providing lined container for concrete trucks to washout out into.
Paving and Grinding Operations (NS-03). Prevent the discharge of un-compacted or loose AC, tack coats, equipment
cleaners or other paving materials from with paving and/or exterior grinding operations from entering into the MS4.

High Priority Construction Projects
Projects that are not subject to the Construction General Permit but which are considered “high” priority construction
projects must also include a site map to identify the location of BMPs required for the project, and must inspect (and
document) the implementation of the Water Pollution Control Plan on a weekly basis, and when rain is predicted with a
50% chance or greater probability. See page 4 for inspection forms to be used. Inspection forms must be retained for the
life of the project.
APPLICANT CERTIFICATION
I agree to follow the requirement as set forth in this abbreviated Water Pollution Control Plan. I understand the following:
1. The plan is a Dynamic Plan: Additional BMPs, both temporary and permanent may be required during the course of
the project at the discretion of the City Inspector(s) in order to ensure the protection of local water quality,
2. It is the permittees obligation to take additional corrective actions when required to protect local water quality,
3. Failure to comply with all the requirements could cause the permit to be revoked; the issuance of a stop work
order, a notice to comply, a notice of violation and/ or citation;
4. Doing of any work under this permit shall constitute an acceptance of the provisions of this permit and all
attachments and documents referenced herein,
5. A copy of this signed approved Guide shall remain at the job site at all times available for review by any public
official, and
