ORDINANCE NO. 0-2019-004 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH, <br />CALIFORNIA AMENDING CHAPTERS 5.22 AND 17.09 OF THE PISMO BEACH <br />MUNICIPAL CODE RELATING TO THE DEFINITION OF LONG-TERM RENTALS; <br />AMENDING THE LOCAL COASTAL PROGRAM AND CHAPTERS 17.021, 17.024, <br />17.027, 17.030, 17.042, AND 17.113 OF THE PISMO BEACH MUNICIPAL CODE <br />(1983 COASTAL ZONING CODE) RELATING TO THE OPERATION OF SHORT- <br />TERM RENTALS IN DETACHED SINGLE-FAMILY HOMES IN THE R-2 AND R-3 <br />ZONES, AND ADDING VACATION RENTAL USE TO THE R-4, R-R, AND C-1 <br />ZONES <br />WHEREAS, on May 15, 2018 the City Council adopted Ordinances Nos. 0-2018-006 and <br />0-2018-007 relating to Short -Term Rentals citywide within single-family residential zoning <br />districts; and <br />WHEREAS, on September 4, 2018 the City Council adopted Ordinance 0-2018-013 <br />establishing administrative regulations to allow for the implementation of these land use <br />regulations; and <br />WHEREAS, on August 10, 2018 the Coastal Commission certified the ordinance within <br />the Local Coastal Plan and 1983 Zoning Code; and <br />WHEREAS, the negative impacts resulting from the unregulated proliferation of STRs <br />has seen a significant decrease since the program approval; and <br />WHEREAS, the City Council finds the inclusion of short -term -rentals within detached <br />single-family homes located in the R-2 and R-3 zoning districts compatible with the <br />existing program regulations; and <br />WHEREAS, the City Council finds the addition of vacation rentals to the permitted use list <br />in the R-4, R-R and C-1 zoning districts provides clarity to permit requirements for this <br />visitor -serving use; and <br />WHEREAS, the City Council finds adding a definition for long-term rentals is necessary <br />in the operation of short-term rental enforcement; and <br />NOW, THEREFORE, the City Council of the City of Pismo Beach does ordain as follows: <br />PAGE 1 OF 7 <br />0-2019-004 <br />
